This DOES NOT include RP City Laws. * A working microphone is mandatory, no exceptions. * For all support issues and major bug reports, use the support ticket system in #support-ticket channel. * Horizon Networks is a strict roleplay server any act of fail RP and or OOC will be dealt with accordingly. 1. Community Guidelines 1.1 Use common sense, don't act irresponsibly, in or out of the server. 1.2 Don't abuse in-game chat, keep it strictly RP, trolling will NOT be tolerated. 1.3 Racism WILL NOT be tolerated in ANY way, shape or form. 1.4 Please use our website support sub-forums or Discord support area for any issues that dont require immediate IC intervention. 1.5 For urgent in-game issues please use the /report [REASON] feature. 1.6 ANY harassment on any Horizon platforms WILL NOT be tolerated. 1.7 Our focus for Horizon will always be ROLEPLAY over RULEPLAY. 1.8 Under NO circumstance's are you to be in another players Stream while playing the server. 1.9 Cross character trading is STRICTLY FORBIDDEN. 2. Roleplay Rules & Regulations 2.1 Fail RP Absolutely NO exceptions will be made in regards to fail roleplay. Horizon holds high expectations as to the standard of roleplay. Individuals that display inadequate roleplay will be punished accordingly at the discretion of the Staff team. 2.1.a Fail Fear RP Failing to adhere to Fail Fear RP inherently impedes on the communities roleplay. Horizon's expectation is that individuals fear for their lives when having a weapon used against you in hostile RP. Staff action against Fail Fear RP will be approached on a case by case basis at the Staff teams discretion. Refer to 1.1 & 2.1. 2.2 Foul Play If you have been victim of foul play, RP out the situation first, then report the issue after finishing the RP scenario. PLEASE NOTE: Not everything will go your way, please remember this is a public server and we can't screen every player who joins the server. 2.3 Characters You will be appointed a THREE character limit, try to be creative with your character creation. 2.4 Value Your Life (In-Character) Horizon's expectation is that you value the life of your character. Making decisions that put your life at risk, inherently avoiding or impeding RP will be punished at the discretion of the Staff team. Refer to 1.1 & 2.1. 2.5 Meta-Gaming It is strictly forbidden to Metagame any information from any platforms that are not in-character. E.g. : Purposely using information acquired out of game via any platforms such as Twitch, Facebook, Discord, OOC Areas Of the Forums, etc. If you didn't learn the information IN-GAME on your present character, then your character will not have any knowledge of that information. There are multiple means of communication in-game (Phone, Radio & in-game Voice Chat). Use of third party communications is strictly forbidden. 2.5.a Meta-Gaming Exception The only exception to using discord is to send an "Email" to someone as a last resort strictly for in-character purposes. 2.6 Power Gaming Powergaming along with metagaming will NOT be tolerated. Under no circumstances are you allowed to RP unrealistic character traits, using methods not actually in-game to gain the upper hand. Refer to 1.1. Examples: Roleplaying you have unrealistic super powers. Not realistically fearing for your in-game life when you are in danger. 2.7 New Life Rule (NLR) If you are downed and respawn at the hospital, your character forgets the immediate events leading up to the hostile event. You should only respawn if you cannot seek medical attention or if no emergency services are online. 2.7.a Revives Once a Paramedic arrives on scene you are in Medical Custody until you are told otherwise by the Paramedics. Refer to 1.1. Immediately returning to the same hostile RP scenario after being revived is NOT allowed. When roleplaying injuries understand the extent of your injuries and refer to 1.1. If putting your character in a situation where they get seriously injured or die you run the risk of ICU or Perma. Perma: Permanently killing your character, you will loose all assets. Engage with staff to be given the ability to delete your character ICU: If you choose to roleplay serious injuries staff reserve the right to lock your character out for an extended amount of time. 2.8 Random Deathmatch (RDM) Randomly attacking another player/group without any backstory or valid reason leading up to the event is strictly forbidden. 2.8.a Vehicle Deathmatch Randomly using a vehicle to attack another player/group is strictly forbidden. 2.8.a.1 Vehicle Deathmatch Exceptions Being fired upon whilst driving toward the shooter's direction. Whilst in immediate danger and it is your LAST resort. Refer to 1.1. 2.9 Combat Logging Combat logging will under NO circumstance be tolerated. Serious punishment will be given out if you combat log to avoid Roleplay. 2.10 Corruption Corruption is NOT against the rules but is frowned upon in the early stages of the server. Distribution of Faction specific items is NOT allowed (e.g Radios, Faction issued Weapons, ). 2.11 Prison Breaks Prison breaks are permitted but MUST be backed with a valid roleplay reason. Using a Vehicle, Helicopter and/or Plane to gain access to inside of the prison walls is NOT permitted. Camping the Entrance of the prison is NOT permitted. 2.12 Video/Photo Evidence Video/Photo Evidence is only valid when: You are holding your phone or camera out while taking a photo/video for evidence. The photo/video MUST include the phone/camera clearly in the image you supplied (bodycams and GoPros are not valid). Evidence can be destroyed if an appropriate /me action is used (eg. /me takes phone and deletes picture). NLR (2.7) applies to any situation regarding Evidence. All Photos/videos are valid after respawning UNLESS an appropriate /me action was used against you. 2.13 Voice Recognition You MUST attempt to disguise your voice if you are trying to hide your identity - make an effort or do not attempt it at all. If the individual is clearly making an effort to disguise themselves you may NOT identify them simply from their voice. Refer to 1.1. 3.0 Declaration 3.1 Declaring You must always give adequate warning before engaging in hostile RP. Declarations must be made by voice or by the act of aiming your gun at another player. 3.1.a Followed/Trailed Declaring Being followed by someone for an extend amount of time is NOT deemed an act of declaration, roleplay the scenario out and refer to 1.1. 3.2 Kill On Site Killing on site will NOT be tolerated. You MUST declare before any hostile situation with the exceptions of 3.1.a & 2.8.a. 3.3 Robberies / Hostile Roleplay This is permitted everywhere with the exception of the following listed locations: Spawn Points Hospital Dealerships (Car, Bike, Boat) Police Stations (Unless backed by a realistic roleplay scenario) Please note this is not to be used as a safe zone, you may not start a hostile scenario and run into one of these zones for protection. 3.3.a Reasoning You must have a logical and valid reason within roleplay to rob another player/group. Refer to 1.1. Robbing for profit is NOT a valid reason. 3.4 Scamming Scamming individuals for legal property is strictly forbidden (cars, legal weapons, legal property etc). Scamming individuals for illegal items (drugs & illegal guns etc) is allowed. 4.0 Organisations 4.1 Organisations In order to become a recognised organisation within the city, staff will monitor your organisation and may approach you in-character based on the quality of roleplay you provide to the server. Non recognised organisations please refer to 5.1. 4.2 Organisation Wars Organisation wars may only proceed if both the party's organisational leaders come to an agreement and declare war. 4.3 Organisation Attire Members MUST clearly identify themselves to the organisation they belong to while engaging in hostile roleplay. 4.4 Organisation Member Limit Maximum of 20 people in your active organisation roster. 5.0 Hostile Roleplay 5.1 Group Limits Maximum of 6 players are permitted to partake in any hostile situation. Robberies Hostage Scenarios Jailbreaks The exception to the above 6 player limit rule is when an RO is against another RO (regardless of tier), in which each RO can use a maximum of 10 players to partake in the hostile situation. In addition, staff will review on a case by case basis situations such as, an RO is minding their own business and a non RO pulls up and engages in hostile roleplay. The RO can immediately respond with all individuals in their group regardless of numbers at that moment in time. Once the roleplay moves from that location, the above group limits reapply. This is in place to allow for the group that is not prepared for any hostile roleplay to defend themselves. 5.2 Perma-Killing A perma-kill is the result of a character that has been permanently killed off, with the character slot locked out and marked for deletion. All items, assets & funds are wiped from said character completely. This includes physical items, funds & vehicles. 5.2a Perma-Killing - Recognised Organisations (RO) Recognised Organisation leaders have the ability to perma-kill any individual of their group within roleplay. Exception is if you are a member of a Recognised Organisation and are looking to perma-kill a member of another Recognised Organisation, the other party and recognised organisation must agree on the roleplay. For example, the Recognised Organisation upon the member joining has the power to perma-kill off a character, if the roleplay is warranted. 5.2b Perma-Killing - Non Recognised Organisations (Non RO) Perma-kills conducted outside of a Recognised Organisation, can occur with staff approval in a ticket provided the roleplay is warranted and evidence is supplied for the reason behind their perma-kill. If you feel you are the victim of 2.2 Foul Roleplay, you have the opportunity to present your case within a ticket. Refer to rule(s) 1.9, 2.2, & 3.2 when involved in a perma-kill 6.0 Miscellaneous 6.1 Restricted Zones You must avoid entering these specific zones throughout the map. Fort Zancudo 6.2 Realistic Flying When operating an aircraft you must fly realistically in order to value your life. This includes take off and landing. Please ensure to always follow city laws, refer to 1.1. Please be aware that these rules and guidelines are subject to change. It is your job as a member of this community to keep up to date on this information. Punishment is at the staff member's discretion and staff have final say in all scenarios.
